Xu Yan, PhD

Yan is an Associate Professor currently attached to the department of Information and Systems Management at the University of Science and Technology, Hong Kong. His association with the department began in 1997 as an Assistant Professor. Yan’s prior affiliations include Visiting Research Fellowships at Strategy and Policy unit of the International Telecommunication Union (2000) and British Telecom (BT) Laboratories (1995). He had been a lecturer at the Department of Management of the Beijing University of Post and Telecommunication at the start of his career (1987-2002).

Yan has served in the capacity of the Editor of proceedings on several occasions as well as being a current reviewer for the Telecommunications Policy, Industrial Relations Journal and other academic journals. His expertise in the field of telecommunication has been sought after for consultation and training by Telecom providers and regulators alike. These include the Ministry of Information Industry of China, British Telecom, China Telecom, Nortel, The Office of the Telecommunications Authority of Hong Kong (OFTA), the Pakistan Telecommunications Authority and The Telephone Organization of Thailand (TOT).

He is the current President of the Regulatory Issues Group, Communications Association of Hong Kong. He is also serving as a Board Member on the Board of Executive Directors/Board of Directors, International Telecommunications Society as of 2000 and is a Committee Member of the Forum Advisory Committee for International Telecommunications Union since 2004. He is a founder director of the Communication Policy Research south (CPRsouth).
